Outreach or Education

Improving Protections for Children
Under a new law (24 Del. C. Section 1723), each licensee is required to complete mandatory training during each renewal period on how to recognize child sexual and physical abuse, exploitation and domestic violence, and their reporting obligations under the Medical Practice Act. The mandatory training is available online and is entitled "Child Abuse Identification and Reporting Guidelines for Delaware Medical Providers": http://dpr.delaware.gov/boards/medicalpractice/cpac.shtml. This supports the Board's mission of protecting the public's health, safety and economic well-being. The training was developed in part by the Board and the Child Protection Accountability Commission for all medical providers, including police and deputy attorney generals. This may be a useful tool for other state medical boards that wish to enact similar mandatory training.

License Portability Update

12 member boards have adopted the Federation of State Medical Boards Uniform Application for Physician Licensure (UA) - a tool that was designed to enhance license portability. Through the UA, the member boards utilize common application elements while capturing the unique state requirements in an addendum that is customized to meet the state specific needs. Licensure applicants that utilize the Federation Credentialing Verification Service (FCVS) have an added benefit as 70 percent of the application is pre-populated.

To date, more than 38 boards are engaged in some manner with the FSMB on the UA program. As of March 8, 2011 almost 17,000 physicians have successfully submitted their application for licensure utilizing the Uniform Application.   

The new and improved Federation Credentials Verification Service (FCVS) Fast Track "went live" on February 15, 2011. The mammoth upgrade to FCVS follows a significant investment of time, money and energy spanning nearly 18 months and more than 120,000 hours of working time by FSMB staff and consultants. Nearly all state medical and osteopathic boards accept FCVS for processing of medical licensure decisions and 14 require it for licensure processing. 100 employees work on FCVS day-in and day-out.

Impact of Competence Assessment and Re-entry Programs

CPEP is the Center for Personalized Education for Physicians in Denver, Colorado. State medical boards have turned to competence assessment programs such as CPEP to address questions about clinical competence for more than two decades. More recently, these programs are also helping boards determine the competence and educational needs of re-entry physicians. Having completed more than 1,000 assessments, CPEP Executive Director Elizabeth Korinek will share key findings about characteristics of participants, and explore the outcomes and impact of a post-licensure assessment process. In addition, she will share lessons learned about the impact of a clinical practice re-entry process on physicians’ ability to successfully and safely re-enter clinical practice.
