BADEEN, Steven J. M.D.; 04/14/98; Consent Agreement Terminated.

BARKIN, Jeffrey S., M.D.; License # 014724; 04/14/1998. Conditions attached to license for five years. Piggyback on actions taken by Massachusetts and Connecticut. Failed to maintain records of controlled substances; failed to inform his employer that he had surrendered his DEA certificate and was unable to prescribe controlled substances for his patients.

BOUTIN, Michael G., M.D.; License # 014142; 01/20/1998. Reprimand and $1500 fine. Fraud/deceit in application. Incompetency, based on Vermont Board action.

CHOW, Chak L., M.D.; License # 007929; 06/13/1998. Final denial of application to renew license. Fraud/deceit in application. Unprofessional conduct, based on actions taken by Virginia and New Jersey. Reprimand and $1,500 fine.

DERBOVEN, Paul H., M.D.; License # 006600; 06/09/1998. License lapsed by operation of law and licensee will not be relicensed by the Board or its successor. Alleged incompetence because of inappropriate prescribing practices and inadequate monitoring of patients on Clozaril; unprofessional conduct based on abandonment of patients.

DOOLITTLE, Thomas C., M.D.; License # 012114; 09/08/98. In lieu of a hearing, licensee agrees to accept a Warning from the Board. Licensee will have a chaperone present for all examinations of female patients. Unprofessional conduct based on boundary issues in the doctor-patient relationship.

DOWBAK, John, M.D.; 02/11/1998. Final denial of an application for a license. Applicant lacked judgement regarding issues relevant to licensure. Applicant admitted his convicted crime of arson, but failed to demonstrate adequate insight into issues surrounding his crime and its relationship to his professional conduct, and was not sufficiently rehabilitated to warrant public trust.

MASOOD, Ras, M.D.; License # 011081; 04/14/1998. By consent agreement, license remains suspended, suspension stayed for sole purpose of participation in a Board-approved fellowship. Surrender of DEA registration, $6,000 fine, full disclosure to Board by treating psychiatrist; violations shall result in vacating the stay of suspension. Incompetence and unprofessional conduct related to inappropriate prescribing practices.

MCGILL, Thomas, M.D.; License # 013991; 04/28/1998. Consent Judgment by Administrative Court includes 5-year suspension, with all but 14 days stayed, license suspended from 05/02/1998 to 05/16/1998, 5 years probation with conditions including a chaperone requirement, a psychological examination, writing a scholarly paper, and payment of child support. Sexual relationship with a patient, resulting in the birth of a child.

NOVAL, Maria S., M.D.; License # 013286; 01/20/1998. Reinstatement of license with conditions/monitoring. Conflicting diagnoses of two physicians concerning whether Dr. Noval suffers from bipolar disorder.

NUESSE, William E., M.D.; License # 006283; 05/12/1998. Voluntary surrender by consent agreement. Unprofessional conduct - prescribing to himself on an inactive license.

O'KEEFE, Gregory, III, M.D.; License # 008247; 01/20/1998. Reprimand and $1500 fine. Medicaid fraud for which a civil penalty of $6,000 was paid.

PATRICK, Frank C., P.A.-C; License # PA-331; 09/08/98. In lieu of hearing, condition was attached to license. Question of Incompetence.

PAWLE, Robert H., M.D.; License # 004897; 09/08/98. In lieu of hearing, licensee agrees to change license status to inactive as of the date of agreement and will not seek to renew his Maine license in active status. Communication and behavior with patients inappropriate. Practice habits and patient examinations inconsistent with current standards of medical care.

RAKER, James H., M.D.; License # 012491; 10/20/98. In lieu of a hearing, licensee agrees to accept a reprimand from the Board for unprofessional conduct based on a sexual relationship with a patient. Licensee will educate himself on boundary issued involved in the doctor-patient relationship.

SAWYER, James D., M.D.; License # 011019; 10/23/98. Final denial of application to reinstate license. Unprofessional conduct based on a pattern of questionable professional judgment.

SCHMEHL, Rolland M., M.D.; License # 012615; 03/10/1998. Physician allowed to withdraw his license by consent agreement with the understanding he will not be relicensed to practice medicine in the State of Maine, by the Board or its successor. On September 14, 1994, patient A, an 83-year-old female, underwent a bronchoscopy at Parkview Memorial Hospital. When Patient A was in the recovery room, she began coughing. Dr. Schmehl administered 200 mg. of Lidocaine. Patient A died.

SCHRADER, Joseph B., PA-C; License # PA-369; 02/10/1998. Reprimand and $1500 fine, license conditions/modifications/monitoring. Substance abuse.

STEINBERG, Ira, B., M.D.; License # 014272; 05/11/1998. Automatic suspension for violation of consent agreement. Failure to abstain from the use of alcohol.
